Error: "Problem opening wizard"

If you receive the message "Problem opening wizard.  The selected wizard could not be started." when attempting to create a new COBOL Project in Eclipse, you have probably forgotten to copy your elasticcobol.properties license file into your  home directory. On Windows 7, this would be C:\Users\your-user-id\elasticcobol.properties
